wow. am i the only one that feels that this is crazy harsh? where would they come up with that kind of money? with all the noise from the cars in this neighborhood, i find it hard to believe that THIS is what the city is targeting. one more thing--generally, they are just passing through quickly. so i don't think this is even enforceable.
